1 | Issuance of Visa To Afghan Nationals In Pakistan To POR Card Holders/ Management Of Afghan Refugees | One time dispensation may be granted to Afghan Refugees who are PoR cardholders, if they voluntarily surrender their PoR cards, they may be granted appropriate visa on their valid Passport within Pakistan on the recommendation of the Ministry of States & Frontier Regions (SAFRON), subject to fulfillment of all required conditions in following categories:-

2 | Visit/Tourist Visa |
A. Visa to Afghanistan Nationals by Pakistan Missions Abroad excluding Afghanistan: All Pakistan Missions abroad, excluding Afghanistan, may grant entry visit visa for 45- days with single re-entry, to Afghan national/ origin holding Afghan Passport/ 3rd country Passport/ foreign travel documents. Due diligence may be exercised while granting visas to adolescents. Such visa may be granted on the provision of guarantor/ sponsor in Pakistan, either Pakistani national or credible Afghan businessman with full details of such guarantor in Pakistan, after consultation with local representatives of security agencies in the Missions abroad or under intimation to security agencies. However, doubtful cases should be referred to the Ministry of Interior for security vetting by IB and ISI, which would be done preferably within four weeks. In case of non-receipt of clearance, Interior Division would issue no objection. Extension in the visit visa for 45 days may be granted by the Ministry of Interior under intimation to security agencies. B. Visa to Afghan nationals by Pakistan Mission in Afghanistan: Pakistan Mission in Afghanistan may allow multiple entry visas valid up to one year with a duration of 60 days in each stay, to ordinary Afghan nationals. However, the condition of the duration of each stay may be changed/ exempted, if so requested and, if the Mission finds proper justification. Pakistan Embassy in Kabul may grant one year visa with multiple entries to the employees of the Afghan Government whose families are living in Pakistan. Extension in Visit Visa: Visa extension may be granted on a six-monthly basis with one re-entry to Afghan nationals, who are residing in Pakistan since long and getting an extension in stay regularly, (the word since long is interpreted as two or more entry visas/ extensions in stay) after approval of the Ministry of Interior under intimation to security agencies. However, the extension of visa for the longer duration up to one year with multiple entries may be granted by the Ministry of Interior on a need basis on recommendation/ clearance of the security agencies. Ministry of Interior may be authorized for change (increase/ decrease) of stay duration or grant further entries, on the request of the applicant on proper justification. |
3 | Treatment Visa | Three Months visa on arrival facility at Torkham Border Terminal in case of serious illness, including injuries, broken bones/ limbs, ailing children and pregnant female patients with one attendant, may be allowed (No Visa for ballistic wound cases). Pakistan Mission in Afghanistan may grant up to six months treatment visa with multiple entries to Afghan nationals for availing medical treatment of prolonging/ complicated diseases i.e. cancer, cardiac patients, liver/ kidney disease, TB, Hepatitis etc. In Pakistan with one attendant. Further extension in treatment visa with multiple entries may be granted by the Ministry of Interior on receipt of such application with the recommendations of registered/ recognized and well-reputed hospital/ medical practitioners in Pakistan, under intimation to security agencies, to the patients & one attendant. |
4 | Family Visit Visa | All Pakistan Missions abroad may grant up to five years family visit visa with multiple entries with each stay of not more than one year to Afghan nationals who have a spouse of Pakistani origin on the provision of legal documents that prove their marriage. The children of the couple are covered under the category. Extension of this visa may be granted up to one year with multiple entries to Afghan nationals who have spouses of Pakistani origin on the provision of legal documents that prove their marriages. The children of the couple are covered under this category under intimation to security agencies. |
5 | Business Visa | Pakistan Mission in Afghanistan may grant five years business visa with multiple entries to Afghan businessmen who have already invested on intending to invest not less than Rs. 50 million rupees in Pakistan and grant two-three years Business visa with multiple entries to Afghan businessmen who have already invested or intend to invest between Rs. 20-50 million rupees in Pakistan, subject to the production of any of the following:-
The current policy of route permits issued by Trade Commissioners on both sides of the border may continue. The procedure of “Road Passes” issued by either Consulate valid for one year applicable up to Chaman or Peshawar may continue. |
6 | Work Visa | As already approved for a grant of Work Visa to foreign nationals in Visa Regime, 2019, Pakistan Mission in Afghanistan may grant a visa to Afghan national/ origin on the recommendation of BOI for one year as entry Work Visa with multiple entries. Work Visa to Afghan nationals may be extended as per existing provision in existing Visa Regime-2019, in the same category. Mandatory security clearance or otherwise shall be conveyed by the security agencies within 6 weeks positively. |
7 | Diplomatic And Official Visa | Pakistan’s Embassy in Kabul may issue one year “Assignment Visa multiple entries” to Afghan diplomats, members of administrative and technical staff and their families assigned to the Afghan Embassy and Consulate on existing seats in Pakistan. Pakistan’s Mission in Kabul is authorized to change the duration of each stay in this category (liberalize/ rigid), strictly on a reciprocal basis towards Pakistani diplomats/ officials from the Afghan side, under intimation to the Ministry of Interior. Ministry of Foreign Affairs/ Foreign Mission, while forwarding visa applications of such nature to security agencies for NOC, the concerned quarters may enclose a list of sanctioned/ working strength of Pakistani diplomats/ officials in Afghanistan and vice versa to provide them with ease in comparison. |
8 | Study Visa |
A. University level Students: Pakistani Mission abroad may grant Entry study visas duration of the study program with multiple entries at university level on the provision of following documents on the issuance of authorization by Ministry of Interior:-
B. School/ College level students: Pakistani Mission abroad may grant Entry study visa for one to five years or duration of the study, whichever is less with multiple entries to Afghan national students studying at School/College level on the provision of following documents and on the issuance of authorization by Ministry of Interior:-
Extension of Study Visa may be allowed as per study schedule with multiple entries on the provision of above documents after obtaining clearance from security agencies within four weeks. |
9 | Journalist | As already approved for a grant of Journalist Visa to foreign nationals in Visa Regime, 2019.Pakistan Mission may grant visas to journalists accredited and based in Pakistan for the duration of the assignment in consultation with press Attache & Link Offices subject to the clearance of security agencies after authorization of the Ministry of Interior. They will apply through the Ministry of Information and Broadcasting as per the approved procedure, being applied to all other foreign national journalists. Extension/ long-term Visa: Ministry of Information and Broadcasting will provide a list of journalists and the security agencies are bound to give clearance or otherwise within six (06) weeks. |
